Job Purpose
Ensure that robust systems are in place and operating in a way that enables East Herts Council to perform the role of Accountable Body for the Eastern Plateau, Rural Development Programme for England.
Key responsibilities
Ensure overall compliance with the terms and obligations of the Funding Agreement, Operations Manual and EHC policies and procedures.
Establish and implement a comprehensive monitoring and quarterly claims system for projects funded through the Eastern Plateau, Rural Development programme in compliance with audit and EEDA requirements.
Provide advice, support and finance/admin services to the RDPE programme manager, economic development manager and to senior council officers and members.
Ensure that a separation exists between the programme management and accountable body functions whilst maintaining appropriate linkage between the two.
Liase closely with the council’s finance service to ensure that robust systems are in place and functioning effectively and efficiently
Support East Herts Council in training an officer, recruited internally or externally, to carry out the accountable body role in the longer term.
Training
Training support will be provided through EEDA contractors but the successful applicant will be expected to be a self starter who is able to get systems in place prior to training support.
Funding for the post
Once the funding agreement has been signed the role will be 100% funded through the programme. In the meantime it might be necessary to support the role with money already committed to economic development from the LABGI budget (probably about £5,000 from the £82,000 identified)
